TULARE COUNTY, CA – February 27, 2026 | The Tulare County Resource Management Agency (RMA) is pleased to announce the arrival of Scott Motsenbocker as the new Assistant Director of Fiscal and Administrative Services. With nearly two decades of municipal fiscal leadership experience, including serving as Budget Manager for the City of Fresno, Motsenbocker brings expertise in complex public budgeting, personnel cost forecasting, and public works finance. He also served 26 years in the United States Army, retiring as a First Sergeant, an experience that shaped his disciplined, mission-driven leadership style.
Since beginning his public finance career in 2005, Motsenbocker has managed complex funding structures through multiple economic cycles and administered multi-billion-dollar municipal budgets supporting thousands of employees. His approach focuses on using historical data and forward projections to drive informed, strategic decision-making. “What fascinates me most is understanding what the numbers say and why,” Motsenbocker said. “Whether looking at historical trends or projecting into the future, digging into the data to understand the story it tells is incredibly meaningful work. I’ve had the privilege of doing that throughout my career, and I look forward to bringing that same analytical approach to Tulare County.”
At RMA, Motsenbocker will oversee fiscal and administrative operations, including human resources, leading a team of more than two dozen professionals who support nearly 300 employees across the Agency’s Public Works, Economic Development & Planning, and Administrative divisions. Operating largely under a cost-recovery model funded through permit and service fees, along with state and federal subventions and competitive grants, RMA depends on disciplined financial management. Motsenbocker’s leadership will strengthen forecasting, enhance grant oversight, and reinforce long-term capital planning across the Agency.
As Tulare County continues to grow and infrastructure demands increase, strong fiscal stewardship remains essential to delivering services that support safety, economic opportunity, and quality of life.
“Tulare County has grown from just over 300,000 residents three decades ago to nearly half a million today,” said Reed Schenke, Director of the Resource Management Agency. “That growth requires disciplined planning and long-term financial strategy. Scott’s executive-level municipal budget experience strengthens our ability to stay proactive, aligning staffing, revenue forecasting, and capital planning to meet the County’s evolving needs.”
Delivering on that strategy requires coordination across leadership and the dedicated staff who implement RMA’s programs every day.
